Repeal The Driver Responsibility Program
The Driver Responsibility Program should be repeal. This program created dangerous road conditions for Texans. Million of drivers don't have licenses because they cannot afford to pay the surcharge. Secondly, the program is unconstitutional. The drivers get punish twice for same offense.
